In accordance with Section 21 of the Info-Communications Development Bill 2009, no person shall operate a public info-communications network, provide a public info-communications service without a concession granted by the Governor in Council and issued by the Authority.

A person who wishes to operate a network or provide an info-communications network and/or service shall apply to the Authority in accordance with the procedures set out in the rules established by the Authority for that purpose.
