In accordance with Section 31 of the Act:

No person shall –

(a)   establish, operate or use a radio-communication service; or

(b)   install, operate or use any radio transmitting equipment; or

(c)   establish, operate or use any radio-communication service on board any ship, aircraft, or other vessel in the territorial waters or territorial airspace other than a ship of war or a military aircraft or satellite registered in Montserrat, without a licence issued by the Authority.

Where a licence is required pursuant to Section 31, the applicant shall apply to the Authority in accordance with the procedures set out in the rules established by the Authority for that purpose.
